2. Find the map: Last Sigh Bridge

3. Get information about the queen of Externam

4. Enter the Citadel

5. Talk to the Manes while you wait for a bailiff to arrive

6. Talk to Citadel Bailiff

7. Wait for the bailiff to return

8. Convince the bailiff to let you meet a magistrate
