Strange and, most of all, hostile, the creatures of the Rocky Roads are known to be under the Cania Bandits' thumb. One of their lieutenants, Emsie Toopack, polices in the field. His role is – among other things – to coordinate the Ruffians' attacks on convoys taking the Rocky Roads.
