Xelor's Dial

Summons a static Xelor's Dial that can remove AP from or give AP to Telefrag entities in an area of effect. It can also reflect part of the damage it suffers onto its enemy attackers. It also reflects part of the damage it suffers from the caster onto enemies in an area of effect around it. There can only be one Xelor's Dial per team. If the Dial is still on the field when summoned again, the old one is destroyed to make room for the new one.
